Official Dispatch 2704/BYT-KH-TC has just been issued by the Ministry of Health to address some issues related to the benchmarks used as a basis for constructing the prices of medical examination and treatment services.
In response to concerns from some units and localities regarding the payment of only 85% of bed costs for rooms without air conditioning, the Ministry of Health has the following comments:
- Firstly, paying only 85% of the bed costs is incorrect. According to regulations, 100% of the daily bed price must be paid, regardless of whether the hospital bed has air conditioning or not.- Secondly, the Ministry requests units to use 15% of the collected examination fees and daily bed fees to repair and upgrade facilities and infrastructure to improve patient service quality, and this 15% should not be understood as an air conditioning fee.- Thirdly, the Ministry requests the provincial Social Insurance to process payments according to the correct daily bed price as stipulated in Joint Circular 37/2015/TTLT-BYT-BTC.
