Battery electric cars exempt from registration fees in Vietnam until February 28, 2027

Decree 51/2025/ND-CP amends point c, clause 5, Article 8 of Decree 10/2022/ND-CP regarding the registration fee rates for battery-powered electric cars.

Regarding battery-powered electric cars: From March 1, 2025, to the end of February 28, 2027, the first-time registration fee will continue to be imposed at the rate of 0%.

Under the previous regulations in Decree 10/2022/ND-CP, battery-powered electric cars were subjected to a registration fee rate of 0% for three years from March 1, 2022, until the end of February 28, 2025.

In the following 2 years: the first-time registration fee rate is equal to 50% of the rate applied to gasoline and diesel cars with the same seating capacity.

Therefore, according to the new regulations, battery-powered electric cars will continue to benefit from a first-time registration fee rate of 0% until the end of February 28, 2027.

Registration fee rates for other types of cars in Vietnam

Cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars: The rate is 2%.

To be specific:

- Cars carrying up to 9 passengers (including pick-up trucks): the first-time registration fee is 10%. In cases where a higher fee rate is necessary to suit the actual conditions of each locality, the People’s Council of the province or centrally-run city shall decide on an increase adjustment, but not exceeding 50% of the general rate stipulated at this point.

- Pick-up trucks carrying goods with a permissible traffic load less than 950 kg and with up to 5 seats, VAN trucks with a permissible traffic load less than 950 kg are subjected to a first-time registration fee at 60% of the rate for cars carrying up to 9 passengers.

The aforementioned types of cars: the registration fee from the second time onwards is at the rate of 2% and is applied nationwide.

Based on the vehicle type recorded in the Certificate of Technical Safety and Environmental Protection issued by the Vietnam Register, the tax authority shall determine the registration fee rates for cars, trailers, or semi-trailers towed by cars, and vehicles similar to cars as prescribed in this clause.

Decree 51/2025/ND-CP takes effect from March 1, 2025.
