Amendments to regulations on treatment of plant quarantine subjects in Vietnam

On December 6, 2021, the Ministry of Agriculture and Rural Development of Vietnam promulgated Circular 15/2021/TT-BNNPTNT amending to Circular 05/2015/TT-BNNPTNT on order and procedures for issuance of practising certificates for treatment of articles subject to plant quarantine and Circular 33/2014/TT-BNNPTNT on order and procedures for plant quarantine for import, export, transit and post-import of articles subject to plant quarantine, of minister of agriculture and rural development

According to Circular 15/2021, below are some notable points:

- Shorten the time issuing practicing card for treatment of articles subject to plant quarantine to 3 working days from the date of receipt of valid dossiers.

(Currently in Circular 05/2015/TT-BNNPTNT, the time issuing practicing card is 05 working days)

- Changing the application form for the issuance of a practice card for treatment of articles subject to plant quarantine in the Appendix attached to Circular 15/2021.

- Supplementing the definition of "Phytosanitary inspection organization" which refers to a plant quarantine body or a laboratory center for inspection of harmful organisms that is controlled by the Plant Protection Department

(Added to Article 3 of Circular 33/2014/TT-BNNPTNT)

- Record the use of the digital Phytosanitary Certificate of the exporting country(in case of re-export) in the export phytosanitary registration dossier.

(Currently in Clause 2, Article 9 of Circular 33/2014, only the original is allowed to be used)

Circular 15/2021/TT-BNNPTNT takes effect from January 21, 2022
