On November 29, 2024, the Minister of Agriculture and Rural Development of Vietnam issued Circular 18/2024/TT-BNNPTNT regarding the List of Veterinary Drugs Permitted for Circulation in Vietnam, the List of Veterinary Drugs Prohibited for Use in Vietnam, and amendments and supplements to several articles of Circular 01/2024/TT-BNNPTNT, which promulgates the HS code for the List of Goods under the state management authority of the Ministry of Agriculture and Rural Development and the List of Goods for Import and Export that requires specialized inspection in the field of agriculture and rural development.
Amendment and supplementation of No. 5, part B of the HS code list for raw materials used in veterinary drugs for treating parasites, flies, and mosquitoes are as follows:

Circular 18/2024/TT-BNNPTNT replaces Circular 10/2016/TT-BNNPTNT dated June 1, 2016, issued by the Minister of Agriculture and Rural Development promulgating the list of veterinary drugs permitted to circulate, banned for use in Vietnam, publishing the HS code for imported veterinary drugs permitted to circulate in Vietnam.
The Department of Animal Health aggregates and publishes on the electronic portal of the Department of Animal Health and the National Veterinary Drug Database System:
- List of veterinary drug products that have been granted a Certificate of Circulation in Vietnam;
- List of veterinary drug products whose Certificate of Circulation in Vietnam has been revoked.
The Director of the Department of Animal Health, Heads of units under the Ministry, and relevant organizations and individuals are responsible for implementing Circular 18/2024/TT-BNNPTNT.
During the implementation process, if there are obstructions or need for amendment and supplementation, it is requested that agencies, organizations, and individuals promptly reflect this to the Ministry of Agriculture and Rural Development (via the Department of Animal Health) for consideration and resolution.
