The risks of pollution are classified into levels. Level of risk of pollution serves as the grounds for provision of effective pollution control measures. So, how are Vietnam’s regulations on this issue?
The Law on natural resources and environment of sea and islands 2015 of Vietnam was approved on June 25, 2015. This Law regulates general management of natural resources and environment; rights, obligations and responsibilities of agencies, organizations and individuals in general management and protection of natural resources and environment in Vietnam. In order to protect the marine and island environment well, the law also stipulates prohibited acts in this field.
Sea dumping means intentional plunging or emptying into the sea all physical objects, matters subject to dumping at the sea. Sea dumping shall be allowed under the permit issued by competent state management agencies as prescribed by Vietnam’s law. After being licensed, organizations and individuals will have corresponding rights and obligations for this activity.
According to Vietnam’s current regulations, coping with incidents of oil and toxic chemical spill is carried out in three levels: grass-root level, regional level and national level. So, how are the regulations on these three levels?
