Specifically, in Article 15 of the Draft, it is clearly stated that a certificate of residence information is issued to individuals or households that have registered for residence. The certificate of residence information is valid for identifying the permanent residence, temporary residence, declared temporary absence status, and current residence of the individual or household. The certificate must be valid for a period of 30 days from the date of issue.

Citizens who require a certificate of residence information can go directly to any residence registration agency in the country to carry out procedures for granting a certificate of residence information to citizens in Vietnam.

The residence registration agency requests the applicant for a certificate of residence to present one of the papers and documents showing personal identification number information as prescribed by law. Within 1 working day, the residence registration agency must issue a certificate of residence information.

In the event that the residence information of individuals or households in the Certificate of Residence Information has not been updated when there is a change, the residence registration agency shall guide the citizen to the residence registration office where the citizen permanently or temporarily resides to carry out procedures for adjusting information about residence in the residence database specified.

Also, according to this draft circular, the receipt of residence registration dossiers shall be carried out in person at the residence registration office, by post or public service portal in Vietnam.

The applicant for residence registration may submit a certified copy from the original or a copy issued from the original book (hereinafter referred to as a copy) or a photocopy enclosed with the original document for comparison. In the event that the applicant for residence registration submits a photocopy along with the original of the document, the recipient is responsible for checking and comparing the photocopy with the original and signing for certification.

Notification of results of permanent residence registration, temporary residence registration, temporary residence extension, notification of residence information, adjustment of residence information, separation of households, and confirmation of residence information shall be done in the form of direct or indirect writing (by post), electronic messages, or public service portals. The person requesting the results to be returned via the postal system must pay for the cost of returning them via the postal system.
