Throwing waste, soil, and stones into others' houses: The maximum fine will increase by 5 times (Illustrative image)
To be specific, according to the current regulations at Point d, Clause 2, Article 5 of Decree 167/2013/ND-CP, any person who throws bricks, soil, stones, sand, or any other object into houses, vehicles, persons, belongings, or properties of others will be fined from VND 500,000 to VND 1,000,000.
However, according to the latest regulations in the Draft Decree on administrative sanctions in the field of security, order, social safety; prevention and control of social evils; fire prevention and fighting; prevention of domestic violence replacing Decree 167, the maximum fine for this act has been increased by 5 times.
Anyone who discharges or throws waste, dirt, chemicals, bricks, soil, stones, sand, or other objects into houses, residences, persons, belongings, properties of others, into offices of agencies, organizations, or places of production and business will be fined from VND 3,000,000 to VND 5,000,000.
“Article 5. Violations of public order regulations

4. A fine ranging from VND 3,000,000 to VND 5,000,000 shall be imposed for any of the following acts:
a) Organizing, hiring, inciting, luring, enticing, or provoking others to disturb public order;
....
k) Discharging or throwing waste, dirt, chemicals, bricks, soil, stones, sand, or other objects into houses, residences, persons, belongings, properties of others, into offices of agencies, organizations, or places of production and business.”
Additionally, this Draft also stipulates that acts of harassment, sexual harassment, or indecent acts in public places will be fined up to VND 5,000,000.
