This is the new noteworthy content in the Law on Entry, Exit of Vietnamese Citizens 2019, which was passed by the National Assembly on November 22, 2019.

To be specific, Clause 3 Article 15 of this Law stipulates:
“3. The initial passport application shall be carried out at the Immigration Management Agency of the provincial police where the permanent or temporary residence is registered; in case of having a Citizen Identification Card, it can be done at the Immigration Management Agency of the provincial police at a convenient location.”
It can be seen that this new regulation allows Vietnamese citizens, who have a Citizen Identification Card, to apply for a passport at any convenient province. In the case of having only an Identity Card, the passport application should be processed at the provincial police where the permanent or temporary residence is registered.
Comparing the above regulation with the current regulation at point a Clause 1 Article 15 of Decree 136/2007/ND-CP as amended by Clause 6 Article 1 of Decree 94/2015/ND-CP:
“1. Vietnamese citizens living domestically requesting the issuance of an ordinary passport can submit the application and receive the result at the Immigration Management Agency in one of the following ways:
a. Directly submitting the application and receiving the result at the Immigration Management Agency of the provincial or central city police where the permanent or temporary residence is registered.”
It can be seen that this new regulation has made it much more convenient for citizens to carry out the passport application procedure. This also encourages people to be more proactive in transitioning from an Identity Card to a Citizen Identification Card according to the Law on Citizen Identification 2014.
