This is the notable content in the Draft Decree on the regulation of administrative sanctions in the field of belief and religion.
At Article 37 of the 2016 Law on Belief and Religion (effective from January 1, 2018), it is clearly stated:
Religious organizations can establish religious training institutions when they meet the following conditions:
- Have adequate physical facilities for training;- Have a legal location for the training institution;- Have training programs and content; include subjects on the history of Vietnam and the laws of Vietnam in the training program;- Have management and teaching personnel who meet the training requirements.
Thus, subjects on the history of Vietnam and the laws of Vietnam are not only subjects but also mandatory conditions for religious organizations and religious training institutions to operate according to the law.
The Draft Decree proposes the following fine levels:
A fine of 5 - 7 million VND if a religious organization, affiliated religious organization, or religious training institution does not organize the teaching of subjects on the history of Vietnam and the laws of Vietnam as stipulated.
The fine will increase to 7 - 10 million VND if this act is repeated multiple times or is repeated.
In addition to the aforementioned fines, violated religious organizations, affiliated religious organizations, or religious training institutions are also required to conduct the teaching of subjects on the history of Vietnam and the laws of Vietnam according to regulations.
According to the Draft Decree, the above fine levels also apply to religious organizations or training institutions that commit one of the following violations:
- Conduct training that is not in accordance with the organizational and operational regulations, and admission regulations as announced;- Conduct training at a location that has not been approved by the competent authority;- Conduct religious training according to amended organizational and operational regulations; admission regulations without the approval of the competent State authority;
