This is the content of the Scheme to enhance the management of road traffic vehicles aimed at reducing traffic congestion and environmental pollution, approved by the Hanoi City People's Council under Resolution 04/2017/NQ-HDND dated July 04, 2017.
Through the implementation of the Scheme "Strengthening the management of road motor vehicles to reduce traffic congestion and environmental pollution in Hanoi, period 2017-2020 with a vision to 2030", with the aim of ensuring good service for the travel needs and improving the living environment quality of the people in Hanoi, the City People's Council requests to focus on implementing management solutions regarding the quantity, quality, and operational scope of participating vehicles as follows:
Regarding the operational scope of transportation vehicles:
- Regulating the cessation of operation for rickshaws within the city;- Food supply trucks, goods delivery trucks for supermarkets, commercial centers, wholesale markets, and hotels are only allowed to operate at night;- Zoning to restrict the operation of motorcycles, moving towards the cessation of motorcycle operations in district areas by 2030;- Three-wheeled vehicles of war invalids and disabled persons must be registered, inspected for technical safety, and environmental protection when participating in traffic;- Continuously review and adjust school, work, and service business hours to reduce the density of traffic vehicles during peak hours;- Amend and promulgate the service fees for parking progressively by hour and by area;- Develop a scheme to collect fees on motorized vehicles in certain areas of the city with a risk of traffic congestion and environmental pollution.
Regarding the quality of participating vehicles:
- Establish regulations for managing vehicle quality, service quality, and stipulate the rate of taxis using clean fuel such as CNG, LPG, electric energy...;- Statistically determine the number of used motorcycles in the city and propose handling measures for vehicles that do not ensure technical safety and environmental protection quality;- Propose an environmental pollution surcharge level according to the emission levels when the road motor vehicle is in circulation.
Regarding the quantity of participating vehicles:
- Develop a public passenger transport plan using buses and taxis by 2030 to ensure reasonable taxi count management;- Propose a quota system for taxis and similar business vehicles (Uber, Grab...) within the city according to a plan suitable to traffic conditions and the capacity of infrastructure;- Regulate the number of four-wheeled passenger vehicles using electric engines for business purposes according to the area within the city;- Automobile owners in the city must install automatic toll collection devices. Road motor vehicle owners must open accounts to implement automatic toll collection as well as pay fines when violating traffic rules;- Auction the rights to exploit the annual replacement number of taxis and additional taxis according to the plan.
