Strict Handling of Vehicles Violating Regulations on Overcharging and Unlawful Fare Increases

The Prime Minister of the Government of Vietnam has issued Official Telegram 2239/CD-TTg in 2016 regarding ensuring order and traffic safety during the Gregorian New Year, Lunar New Year of the Rooster, and Spring Festival 2017.

Ensure that citizens are not unable to get home for Tet due to lack of transportation

This is one of the directives from the Prime Minister to the Ministry of Transport to ensure order and traffic safety for the people during the New Year's Holiday, Tet Nguyen Dan Dinh Dau, and Spring Festivals of 2017. Specifically:

- Strengthen the implementation of online ticket sales, improve service quality, and check the posting of ticket prices;- Strictly handle violations in transportation activities such as squeezing, reselling passengers, and illegal fare hikes;- Ensure that passengers are not unable to get home for Tet with their families due to a lack of transportation;- Organize reasonable traffic flow on major transportation routes with high traffic volumes;- Enhance safety measures at road intersections, transportation hubs, dangerous mountain passes prone to severe accidents, and railway crossings; manage waterway safety at river-crossing stations, tourist sites, and festivals;- Decisively suspend the operations of illegal stations and vehicles that do not meet safety standards, lack life-saving equipment, or carry more passengers than allowed;- Inspect and handle violations of traffic safety corridors;- Urgently review and address traffic accident black spots, particularly on major routes entering and exiting Hanoi and Ho Chi Minh City, and routes connecting with key transportation hubs;- Widely publicize hotline numbers to receive feedback from citizens about passenger transport and traffic safety conditions;- Promptly direct and coordinate with ministries, central authorities, and local governments to resolve and mitigate traffic incidents and accidents.

Focus on punishing violations related to alcohol and speed

For police units and localities

- Intensify patrols, control, and handle traffic order and safety violations;- Inspect and handle violations by vehicle owners and drivers in the transportation business, focusing on penalizing violations related to alcohol levels, speeding, improper lane usage, overloading, using unsafe vehicles, and motorcyclists not wearing helmets;- Prevent and combat illegal racing;- Inspect and take measures to prevent the illegal transportation of flammable materials, explosives, illegal fireworks, and motorbikes in cargo holds;- Inspect and handle vehicles with expired inspections and those that have exceeded their operational lifespan;- Enhance water traffic safety inspections on key transportation routes from shore to island, river-crossing stations, tourist sites, and festivals.

For traffic police forces

- Plan and organize traffic management and be ready to promptly clear and rescue in case of traffic incidents and accidents, ensuring that long traffic jams do not occur, especially on the first and last days of the Tet holiday period on major routes entering and exiting Hanoi and Ho Chi Minh City;- Intensify patrols, control, and strictly handle violations on major routes; apply information technology to penalize traffic order and safety violations on highways;- Enhance water traffic safety inspections, focusing on subjects and areas with cross-river, along-the-river, fixed-route, shore-to-island, tourism, festival, and recreation activities on inland waters; promptly detect, prevent, and handle illegal transportation of flammable materials, explosives, illegal fireworks, and unauthorized mineral resource extraction activities;- Widely publicize hotline numbers to receive feedback on violations and administrative penalties in the field of traffic order and safety.

Strictly implement "Do not drink and drive"

- The Ministry of Information and Communications will focus on promoting measures to reduce motorcycle and moped accidents in rural areas, prevent bus accidents, mountain pass accidents, and boat sinkings; strictly implement the policy of "Do not drink and drive."- The Ministry of Education and Training will direct educational institutions to enhance traffic safety education for students; universities and colleges will proactively cooperate with transportation businesses to organize the sale of train and bus tickets on campus for students to return home for Tet.- Ministries and central authorities, local government levels, in cooperation with the Central Committee of the Vietnam Fatherland Front and political and social organizations, will implement measures to prevent motorcycle and boat accidents, railway crossing accidents; strictly enforce helmet use when riding motorcycles or mopeds, adhere to "Do not drink and drive," avoid speeding and carelessness, and do not overload passengers.
