Official Telegram 82/CD-TTg was issued by the Prime Minister of the Government of Vietnam on January 18, 2018, to direct the assurance of security and order at BOT road toll stations.

The Prime Minister of the Government of Vietnam directs the Ministries, sectors, relevant agencies with the following tasks:
- The local party committee, local authorities, especially the leaders of the provinces/cities under the central government, shall direct to thoroughly resolve the situation of disorder in their localities, promptly and strictly handle acts of incitement, causing disorder, intentional destruction, causing disorder according to the provisions of the law;- The Ministry of Transport (Bo GTVT) shall cooperate with the Ministry of Public Security and local People's Committees in organizing traffic, reasonably dividing lanes at toll stations, especially those with complicated situations;

- The Ministry of Transport shall provide the Ministry of Public Security with dossiers and documents on elements disrupting security and order for strict handling, ensuring the strictness of the law;- The Ministry of Public Security is assigned to assume the prime responsibility, in coordination with the Ministry of National Defense, local police and the People's Committees of provinces/cities under the central government, to handle those who intentionally violate, especially drivers who obstruct traffic with acts such as repeatedly turning their vehicles around, intentionally stopping in front of toll stations and then leaving..., destroying toll equipment, organizations, and individuals with acts of causing disorder, sabotage, and reactionary actions. Proceed with prosecution if sufficient criminal elements are constituted;- The Minister of Public Security shall direct local police directors to promptly resolve the security and order situation at toll stations, strictly handle cases of non-compliance; Direct the Traffic Police Department to hold online meetings with local traffic police to resolve issues of order and traffic safety in the area.- The Ministry of Information and Communications directs news agencies and press to report honestly and objectively on BOT investment policies, not to publish news and comments that encourage disorderly acts. At the same time, strictly handle cases of publishing false information aimed at sabotage and causing security and order disruption.
