On December 27, 2016, the Ministry of Education and Training issued Official Dispatch 6298/BGDDT-NGCBQLCSGD providing guidance on the implementation of policies for teachers serving as general team leaders.
Regarding the implementation of policies for teachers in charge of team management, team activities, and children's movements in schools, most localities have fully and promptly implemented measures to help teachers in charge of team management feel secure in their work. However, some localities still face difficulties and obstacles in recruiting, utilizing, and assigning teaching positions for teachers after their period of team management or failing to meet the required number of teachers in charge of team management. Additionally, in many schools, teachers in charge of team management are tasked with too many responsibilities, affecting the quality of organizing activities and children's movements within the schools.
The Ministry of Education and Training requests the Departments of Education and Training to implement several measures to ensure policies and enhance the capabilities of teachers in charge of team management. To be specific:
- Implement the correct policies and regulations for teachers in charge of team management, similar to teachers of the same educational level, including: salary policies, preferential allowances, regional allowances; evaluations; professional and vocational training; exam/assessment for rank promotion; emulation and commendation, etc.- Continue to implement specific policies and regulations for teachers in charge of team management:- Objectives, standards, process of selection, appointment, duration of appointment, assignment, usage, and rewards: while awaiting new regulations, localities will continue to follow the content in Inter-ministerial Circular 23/TTLN dated January 15, 1996, on guiding policies and responsibility allowances for teachers in charge of Team TNTP Ho Chi Minh in public schools;- Responsibility allowances: follow the regulations in Circular 05/2005/TT-BNV dated January 5, 2005, regarding guidelines for implementing responsibility allowances for officials and public employees;- Staffing norms: follow the regulations in Inter-ministerial Circular 35/2006/TTLT-BGDDT-BNV dated August 23, 2006, of the Ministry of Education and Training and the Ministry of Home Affairs on guiding staffing norms for public employees in public general education institutions;- Teaching hour norms: follow the regulations in Circular 28/2009/TT-BGDDT dated October 21, 2009, on issuing working regulations for general education teachers;- The recruitment and appointment of teachers for team management need to consider the following issues:- Follow the protocol of coordinating with the District Team Council before deciding to appoint teachers for team management;- When developing job position proposals for schools and the Department of Education and Training, ensure there are job positions for team management duties. Pay particular attention to the assignment and arrangement of teaching tasks for teachers during and after their term in team management.- Encourage and create favorable conditions for teachers in charge of team management to participate in school professional activities such as teaching, professional activities, teaching competitions, professional training courses, creative experiential activities, etc., to help teachers maintain and enhance their professional and pedagogical skills during their term;- Teachers in charge of team management should conduct annual regular professional training according to Circular 26/2012/TT-BGDDT on the Regulation of Regular Training for preschool, general education, and continuing education teachers. In this context, localities should flexibly use the 30-hour training duration (of content 2 - Training to meet the requirements for local education development according to the school year) to enable teachers in charge of team management to participate in skill and professional training for team activities;- Strictly implement working regulations for teachers in charge of team management, ensuring they have working time according to labor and public employee law, ensuring time to effectively invest in and organize team activities and children's movements in schools;- Better implement the annual emulation and commendation work to encourage and motivate teachers in charge of team management to strive for excellent performance in their duties.
