This continues to be a noteworthy content in the Draft Circular regulating the recognition of excellent teachers and excellent classroom head teachers for preschool and general education levels, which is still in the period of collecting feedback for approval.

To be specific, according to Article 8 of this Draft, teachers participating in the Excellent Homeroom Teacher Competition for primary and secondary education levels, instead of having to give reports, take exams, and practice teaching two periods as currently regulated, only need to perform two tasks, including:
- Practicing a period of extracurricular activity organization (class activity period or extracurricular activity period or experiential activity and career orientation period).
- Presenting the most effective measure in student education applied by the teacher at the educational institution where they are working. The presentation duration should not exceed 30 minutes.
For the practical test content, teachers will be notified and given preparation time for the practical period, which should not exceed 3 days before the test date. Additionally, the practical period for the competition must be organized in the classroom with the original number of students in the class. No trial teaching for the practical period of the competition is allowed anywhere during the school year of the competition.
According to this Draft, teachers eligible to participate in the Excellent Homeroom Teacher Competition for primary and secondary education levels must meet the following conditions:
- School Level: Teachers must meet the professional standards at a satisfactory level or higher (in the year immediately preceding the competition year), including the criteria in Standard 3 and Standard 4 (Standard: Building an educational environment and Standard: Developing relationships between family, school, and society) as prescribed in Circular 20/2018/TT-BGDDT reaching the good level.
- District Level: Teachers must have been recognized as excellent homeroom teachers at the school level for 2 consecutive years, with the second year being the year of registration for the district-level competition.
- Provincial Level: Teachers must have been recognized as excellent homeroom teachers at the district level for 2 consecutive times, with the second time being the year of registration for the Provincial-level competition (for primary and lower secondary teachers) and at the school level 2 times in the last 4 years, with the second time being the year of registration for the Provincial-level competition (for high school teachers).
