Recently, the Ho Chi Minh City Department of Education and Training issued Official Dispatch 1726/GDDT-TC guiding policies for teachers during the Covid-19 prevention and control period for the 2019-2020 school year.
Ho Chi Minh City: Guidelines for converting online teaching hours for teachers in the second semester (Illustration)
The Department of Education and Training requests principals and heads of units to convert online teaching hours to determine the total teaching hours of teachers in the second semester of the 2019-2020 school year in compliance with current regulations (in cases where teachers have exceeded the teaching hour limit per year). To be specific:
- Clause 2, Article 3 of Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC provides guidelines for policies on extra teaching hour payments for educators in public educational institutions: "The annual teaching hour limit for preschool teachers; the annual teaching period limit for general education teachers; the annual teaching hour limit for teachers in professional secondary education; the annual teaching hour standard for vocational education teachers and lecturers; the annual standard teaching hour limit for lecturers in higher education institutions, training and fostering institutions of Ministries, agency-level Ministries, Government-affiliated agencies, and Political Schools of provinces and cities under Central Authority are collectively referred to as the annual teaching hour limit".
- Clause 8, Article 3 of Joint Circular 07/2013/TTLT-BGDDT-BNV-BTC dated March 8, 2013, by the Ministry of Education and Training, the Ministry of Home Affairs, and the Ministry of Finance, provides guidelines for policies on extra teaching hour payments for educators in public educational institutions: "The extra teaching hours eligible for extra teaching hour payments according to this Joint Circular shall not exceed the overtime hours stipulated by law".
- Point b, Clause 3, Article 106 of the Labor Code of Vietnam stipulates: "Ensure that overtime hours of an employee do not exceed 50% of the normal working hours in one day, in case of applying weekly working terms, the total normal working hours and overtime hours must not exceed 12 hours in one day; no more than 30 hours in one month and a total of no more than 200 hours in one year, except for certain special cases stipulated by the Government of Vietnam, where overtime is permitted up to 300 hours in one year".
Based on these regulations, schools must refer to the conformable conversions of online teaching hours to determine the total teaching hours of teachers in the second semester of the 2019-2020 school year, avoiding causing losses or shortages of actual teaching hours of teachers.
