On March 12, 2018, the Government of Vietnam issued Decree 40/2018/ND-CP on the management of multi-level marketing activities.

The decree is issued to replace Decree 42/2014/ND-CP, accordingly, organizations and individuals engaged in multilevel marketing business should note the following timelines:

- As of February 2, 2019, all multilevel marketing enterprises must meet the new operational conditions stipulated in Decree 40/2018/ND-CP. Therefore, enterprises will have 09 months to prepare;- As of May 2, 2019, multilevel marketing enterprises must supplement dossiers and register for multilevel marketing activities locally according to the new regulations in Decree 40/2018/ND-CP;- As of February 3, 2019, Trainer Certificates issued under the regulations of Decree 42/2014/ND-CP will no longer be valid as a replacement for knowledge of multilevel marketing law;

Decree 40/2018/ND-CP takes effect from May 2, 2018.
