The Government aims for Vietnam's business environment to reach the top 4 in ASEAN

This is the goal set out in Resolution No. 19/2017/NQ-CP on continuing to implement key tasks and solutions to improve the business environment and enhance national competitiveness in 2017.

As stated in Resolution 19-2017/NQ-CP, the business environment of Vietnam has improved by 9 ranks, standing at 82/190 in the World Bank's ranking. In terms of the Government of Vietnam's e-government ranking (according to United Nations' assessment), Vietnam stands at 89th globally, up 10 ranks from 2014, ranking 63rd in ASEAN. However, in the Global Competitiveness Index by the World Economic Forum, Vietnam's rank decreased by 4 positions compared to 2015 (from 56th to 60th), lower than almost all ASEAN countries (behind 6 countries); the global competitiveness rank also fell by 4 positions to 60th, and the innovation index dropped by 7 ranks to 59/128.

Over the past three years, the Government of Vietnam, ministries, and localities have made significant progress in improving the business environment, resulting in notable achievements. However, to attain the goal of being on par with ASEAN-4 countries, Vietnam must make strong and comprehensive reforms in terms of both scale and intensity across all sectors.

Reducing the duration of many procedures in 2017

To improve the business environment and achieve average indicators of the group of 4 ASEAN countries, the Government of Vietnam sets several targets to reduce the duration of the procedures**:**

- Filing taxes and social insurance to not exceed 168 hours/year. Of which: Tax is 119 hours (current result is 351 hours) and Social insurance is 49 hours (current result is 189 hours).- Obtaining construction permits and related procedures to not exceed 120 days (current result is 166 days);- Time for resolving contract disputes to a maximum of 300 days (current result is 400 days);- Time for resolving business bankruptcy reduced to 30 months (half the current result of 5 years or 60 months).

The duration for implementing these procedures will continue to be reduced until 2020.

Competitiveness achieving average scores of ASEAN-4 countries

Minimally required score groups indicators:

- Basic requirements (including Institutions, Infrastructure, Macroeconomic environment, and Health and primary education) reaching 4.8 points (currently 4.5 points);- Efficiency enhancers (including Higher education and training, Goods market efficiency, Labor market efficiency, Financial market development, Technological readiness, and Market size) reaching 4.4 points (currently 4.1 points);- Innovation and business sophistication (including Business sophistication and Innovation) reaching 3.8 points (currently 3.5 points).

Innovation index reaching the average of ASEAN-5

Minimally required score groups of innovation index:

- Institutions (including Political environment, Legal environment, and Business environment) reaching 55 points (currently 51.7 points);- Human capital and research (including Education, Research, and Development) reaching 31 points (currently 30.1 points);- Infrastructure (including Information technology, General infrastructure, and Ecological sustainability) reaching 43 points (currently 36.7 points);- Market sophistication (including Credit, Investment, Trade, and competition) reaching 51 points (currently 43.0 points);- Business sophistication (including Professionalism, Workforce competence, Innovation linkages, and Knowledge absorption) reaching 35 points (currently 30.6 points).

The Government of Vietnam sets many goals to implement e-government

To implement e-government, the Government has set goals:

- Comprehensively reforming all 3 groups of indicators including Telecommunications infrastructure, Human resources, and Online public services;- Striving by the end of 2017, most public services that are widely used and relevant to many citizens and enterprises will be provided at level 3;- Allowing for online fee payments, online receipt of applications, and results delivery or through the network (level-4 online public services).

Additionally, Resolution 19 also specifies tasks corresponding to each goal, specific indicators in the annex issued together with Resolution 19, and the responsibilities of ministries and localities in implementing these tasks.
