The State Securities Commission has just issued Decision 296/QD-UBCK in 2017 on the regulation guiding public companies to use the Information Disclosure System (IDS Plus) of the State Securities Commission (SSC) to conduct reporting and information disclosure in electronic form in accordance with the laws on information disclosure in the securities market.

Password must be changed every 03 months
According to the regulations, the management and use of accounts must be carried out as follows:
- Only one access account to the IDS Plus System is issued, including username and password; The public company is responsible for managing, using, and securing the issued account.- Public companies using the IDS Plus System must change their account password at the first login and change it at least every three (03) months; The account password must be set to a "complex password" level.- If there is any risk of information disclosure regarding the account and password in use, the public company must immediately report it to the SSC (Department of Information Technology) via Email (file sent with Digital Signature)/Fax and/or Official Dispatch. The SSC (Department of Information Technology) will lock the account immediately upon receiving the report from the public company. The SSC (Department of Information Technology) will send a notice of account reissuance to the public company within one (01) working day from the time of receiving the report from the public company.- In case of forgotten password, the public company can use the "Forgot Password" function, fill in the account information and registered response Email to have the IDS Plus System reissue the password.
Reporting and disclosure information via the IDS Plus System
Information reported and disclosed via the IDS Plus System includes:
- Periodic, ad-hoc, and requested disclosure information as stipulated in Circular 155/2015/TT-BTC.- Information related to securities offerings and issuances as stipulated in Decree 58/2012/ND-CP; Decree 60/2015/ND-CP; Circular 162/2015/TT-BTC.- Information related to public offerings of securities:- Notice of public offering of securities;- Report on results of public offering of securities;- Report on capital utilization progress;- Report on changes in capital usage purpose.- Information related to private placements of shares:- Report on results of private placements of shares;- Notice of changes in the use of proceeds from private placements of shares.- Information related to additional issuance of shares:- Notice of the issuance of shares for dividend payment, notice of the issuance of shares to increase charter capital from owners' equity, and notice of the issuance of shares to company staff;- Report on results of the issuance of shares for dividend payment, report on results of the issuance of shares to increase charter capital from owners' equity, and report on results of the issuance of shares to company staff.- Information related to treasury share transactions:- Notice of treasury share transactions;- Report on results of treasury share transactions;- Notice of decisions to change treasury share transaction plans;- Notice of changes in treasury share transaction plans.- Information on public tender offers:- Disclosure of information regarding public tender offers;- Report on results of public tender offers;- Changes in public tender offer plans.- Reports and disclosure of information on the issuance of new shares as a basis for the offering of depositary receipts overseas.- Reports and disclosure of information on overseas securities offerings by Vietnamese enterprises.
Decision 296/QD-UBCK was issued on March 31, 2017.
