Guidelines for fee and charge payment regarding fees for registering use of .vn national domains from May 3, 2025; plan to prepare and organize high school graduation exam 2025; CPV members to not be disciplined when having third child from March 20, 2025; etc., are notable contents that will be covered in this bulletin.
On March 19, 2025, the Minister of Finance of Vietnam promulgated Circular No. 10/2025/TT-BTC on fees for maintaining the use of Internet resources and fees for Internet resource distribution and supply, collection, payment, management, and use thereof, which stipulates the fees for registering the use of .vn national domain names.
According to Circular No. 10/2025/TT-BTC, regarding fees for registering and maintaining the use of .vn national domain names, the declaration and payment of fees and charges shall be as follows:
- The fees for registering the use of .vn national domain names shall be paid once during the registration. The fees for maintaining the use of .vn domain names shall be paid annually (12 months: the fees shall be paid for the first time during the registration and in the following years when the domain names are due for maintenance.
- In case of transferring use rights of .vn domain names, receiving organizations and individuals shall pay:
The fees for registering the use of .vn national domain names after re-registering the domain names as per regulation.
The fees for maintaining the use of .vn domain names for the following years when the paid periods of the transferred domain names expire.
- In case of changing the names of the registrants for the use of .vn domain names, the new registrants shall pay the fees for maintaining the use of .vn national domain names for the following years when the paid periods of domain names expire.
- From the effective date of Circular No. 10/2025/TT-BTC until the end of December 31, 2025:
Vietnamese citizens from 18 to 23 years old who register for the use of “id.vn” shall pay fees from the third year onwards.
Enterprises (with enterprise registration certificates within 1 year (12 months) until the domain name registration) and household businesses (with household business registration certificates) that register “biz.vn” domain names shall pay fees from the third year onwards.
The charge time shall start from the first day of the third year from the issuance date of domain names. This regulation only applies to 1 domain name subject to first-time registration.

On March 24, 2025, the Ministry of Education and Training of Vietnam promulgated Official Dispatch No. 1239/BGDDT-QLCL on guidelines on the organization of the high school graduation exam in 2025.
According to the plan to prepare and organize the high school graduation exam 2025 prescribed in Appendix I enclosed with Official Dispatch No. 1239/BGDDT-QLCL dated March 24, 2025, the schedule during the preparation and organization of the high school graduation exam 2025 is as follows:
- Establishing and assigning accounts to candidates who are 12th-grade students of the 2024-2025 academic year: from April 10 to the end of April 15, 2025;
- Organizing a mock online registration of exam participation for 12th-grade students on the exam management system: from April 15 to the end of April 18, 2025;
- Organizing online registration of exam participation and graduation recognition for candidates; inputting sheets for exam participation registration and graduation recognition registration for candidates applying in person: from April 21 to 17:00 April 28, 2025;
- Reviewing, inspecting, and editing candidates’ information (if any) and reviewing candidates’ reserved points (if any): from April 28 to the end of May 9, 2025;
- Announcing exam results: 8:00 July 16, 2025;
- Assessing high school graduation recognition: by July 18, 2025;
- Updating the results of the high school graduation recognition to the exam management system and submitting reports on such results to the Ministry of Education and Training of Vietnam; announcing the results of the high school graduation exam: by July 20, 2025;
- Issuing temporary graduation certificates; returning school books and relevant certificates (original copies) to candidates: by July 22, 2025;
- Printing and sending exam result certificates to students: by July 22, 2025;
- Collecting and receiving applications for remarking and formulating a remarking list: from July 16 until the end of July 25, 2025;
- Transferring remarking data to exam councils: by July 26, 2025;
- Carrying out the remarking (if any): by August 3, 2025;
- Assessing high school graduation recognition after remarking: by August 8, 2025; etc.

On March 20, 2025, the Inspection Commission of the CPV Central Committee promulgated Guidance No. 15-HD/UBKTTW on amendments to Guidance No. 05-HD/UBKTTW dated November 22, 2022 on the implementation of several articles of Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo of Vietnam on disciplinary actions for violating CPV organizations and members.
According to Guidance No. 15-HD/UBKTTW, the Inspection Commission of the CPV Central Committee has amended the regulations on disciplinary actions for CPV members violating population policies as follows:
- Annulment of Points 8.1 and 8.2 Section II of Guidance No. 05-HD/UBKTTW, specifically:
- Violations committed because the implementation of family planning measures affects maternity health (confirmed by district-level hospitals and equivalents or higher) shall be considered for reduction of disciplinary level.
+ Violations committed due to failure to implement family planning measures (deliberately or forced) shall be considered for an increase in disciplinary level.
Additionally, the Inspection Commission of the CPV Central Committee has added regulations on not imposing disciplinary actions on CPV members having a third child as follows:
Acts prescribed in Clause 2 Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 on amendments to Article 10 of the Population Ordinance 2003 shall not be considered for handling.

On March 19, 2025, the Minister of Finance of Vietnam promulgated Circular No. 12/2025/TT-BTC on amendments to Circular No. 40/2017/TT-BTC on work-trip fees and conference expenditures.
According to the Circular, regulations on lodging allowances are amended as follows:
- Lodging allowances refer to the amounts paid by agencies or units to their personnel on work trips in addition to their salaries for a period from the date such personnel begin until they finish their work trips and return to the agencies or units (including the time of traveling and lodging at work-trip destinations). The lodging allowance payable to a person on a work trip is 300.000 VND/day.
- Regarding a work trip that lasts within a day, the head of the agency or unit shall decide on the level of lodging allowances based on the actual number of hours of the work trip (including the traveling time) and the distance of the work trip, which must be included in the internal regulations on expenditures of such agency or unit.
- Officials, public employees, and employees working on the mainland who are sent on work trips at sea or on islands shall be entitled to a lodging allowance of 400.000 VND/person/day of actual work trip (applicable to days of working at sea or on islands and days of traveling at sea or on islands).
In specific sectors for which allowances for work trips at sea or on islands have been stipulated by competent authorities, the highest allowance level (lodging allowances or work trip allowances) may be applied to payment to persons on work trips.
Previously, according to Article 6 of Circular No. 40/2017/TT-BTC, the lodging allowance for a person on a work trip was 200.000 VND/day/
Officials, public employees, and employees working on the mainland who are sent on work trips at sea or on islands were entitled to a lodging allowance of 250.000 VND/person/day of actual work trip (applicable to days of working at sea or on islands and days of traveling at sea or on islands).
