Who has the responsibility for managing beneficiaries of housing and homestead land policies in Vietnam?

This is the main content stipulated in Circular 177/2011/TT-BQP defining the subjects, conditions, principles, procedures, and documentation for participating in the housing development project, policy homestead land, and resolving housing policy within the Army, issued by the Minister of National Defense of Vietnam on September 19, 2011.

Who has the responsibility for managing beneficiaries of housing and homestead land policies in Vietnam?​ (Illustrative image)

Article 8 of Circular 177/2011/TT-BQP stipulates the management of beneficiaries of housing and homestead land policies in Vietnam as follows:

- The key personnel department at the divisional level and above shall take the lead in cooperating with the military affairs department and related agencies within the unit to establish a management book for officers and employees benefiting from housing and homestead land policy (according to Form No. 5, Appendix 1 issued together with this Circular 177/2011/TT-BQP).

- The personnel department shall take the lead in cooperating with the military affairs department and related agencies:

Organize for officers and employees to declare their housing situation and family assistance; the housing needs of officers and employees (according to Form No. 6, Appendix 1 issued together with this Circular); periodically declare once every 03 years and be kept in the personnel records;

Between declarations, if there are changes in housing and family assistance for officers and employees, the personnel and military affairs departments shall be responsible for supplementing such changes into the family assistance records of officers and employees according to document confidentiality policies.

- When officers and employees are transferred to other units, the personnel records must have clear confirmation from the managing department, together with the unit commander's conclusion on implementing housing and homestead land policy for officers and employees during the time the officers and employees are managed by the department, unit and the housing status of officers and employees before moving to another unit (according to Form No. 7, Appendix 1 issued together with Circular 177/2011/TT-BQP).
