Who Are the Members of the Student Training Evaluation Council?

Higher education institutions issue a Decision to establish the Council for evaluating the training results of learners and terminate its activities when the Council issues a Decision to officially recognize the results of the learners.

Circular 16/2015/TT-BGDDT stipulates that the council for evaluating the conduct results of university students includes the following components:

1. University Council

Authority to establish: The University Council is established by the Decision of the Rector or a Vice Rector authorized by the Rector.

Components of the University Council include:

- Council President: The Rector or a Vice Rector authorized by the Rector.- Council's Standing Committee: Head of the department responsible for student affairs.- Council Members: Representatives of the leadership of relevant faculties and departments, representatives of the University Youth Union, and the University Student Association.

Duties of the University Council:

- To advise the Rector in reviewing and recognizing the conduct results of each student and be under the direct direction of the Rector.- Based on current regulations and the proposals of the Faculty Heads, to review and evaluate the conduct results of each faculty and propose the Rector for recognition.

2. Faculty Council

Authority to establish: The Faculty Council is established by the Decision of the Faculty Head or a Deputy Faculty Head authorized by the Faculty Head.

Components of the Faculty Council include:

- Council President: The Faculty Head or a Deputy Faculty Head authorized by the Faculty Head.- Council Members: Assistants responsible for student management, homeroom teachers/academic advisors, representatives of the Faculty Youth Union, the Class Union or the Faculty Student Association, and class monitors.

Duties of the Faculty Council:

- To assist the Faculty Head in accurately, fairly, openly, and democratically reviewing and evaluating the conduct results of each student in the faculty.- Based on current regulations and the proposals of the homeroom teachers/academic advisors of each class, to review and evaluate the conduct results of each class and propose the Faculty Head for recognition.

Additionally, this Circular also stipulates the timing for evaluating student conduct as follows:

- The evaluation of student conduct results is conducted periodically according to the semester, academic year, and the entire course.- The conduct score for a semester is the total score obtained from the evaluation of five detailed criteria set by the university.- The conduct score for an academic year is the average of the conduct scores of the semesters in that academic year.- The cumulative conduct score for the entire course is the average of the conduct scores of all semesters of the course.
