When to apply the single-stage one-envelope method or single-stage two-envelope method in Vietnam?

Recently, the Government of Vietnam has issued Decree 95/2020/ND-CP providing guidelines for the implementation of bidding under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

When to apply the single-stage one-envelope method or single-stage two-envelope method in Vietnam? (Illustration)

Decree 95/2020/ND-CP regulates the procurement method for procurement bidding under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, including: Single-stage one-envelope method and Single-stage two-envelope method.

Single-stage one-envelope method

- The single-stage one-envelope method is applied in the following cases:

- Direct procurement for packages providing consulting services, non-consulting services, construction services, goods procurement, mixed procurement, except for direct procurement according to the simplified procedure as prescribed;

- Open bidding for packages providing non-consulting services, construction services, goods procurement, mixed procurement.

- The bidder submits the bidding dossier, including technical proposals and financial proposals as required by the tender dossier or request dossier.

- The bid opening is conducted once for the entire bidding dossier.

Single-stage two-envelope method

- The single-stage two-envelope method is applied in the following cases:

- Open bidding for packages providing consulting services;

- Open bidding for packages providing non-consulting services, construction services, goods procurement, mixed procurement with high or specific technical requirements.

- The bidder simultaneously submits separate technical and financial proposals as required by the tender dossier.

- The bid opening is conducted twice. The technical proposal will be opened immediately after the closing time. Bidders who meet the technical requirements will have their financial proposals opened for evaluation.
