When Should a Press Release Be Issued for Documents Promulgated by the Government?

The time for issuing Press Releases on normative legal documents promulgated by the Government of Vietnam and the Prime Minister of Vietnam is regulated in Clauses 2 and 3, Article 12 of the Law on the Dissemination of Legal Education 2012, except for normative legal documents containing state secrets, as stipulated in Article 4 of Circular 12/2013/TT-BTP, specifically as follows:

- For normative legal documents promulgated by the Government of Vietnam and the Prime Minister of Vietnam that take effect from the date of signing, the Ministry of Justice shall issue a press release within 2 business days from the date of receiving the information provided by the drafting agency.- No later than the 10th of each month, the Ministry of Justice shall issue a press release for normative legal documents promulgated by the Government of Vietnam and the Prime Minister of Vietnam in the previous month, except for the above-mentioned case.

According to Circular 12, the publication of the press release shall be as follows:

- The Ministry of Justice shall post the press release on the Ministry of Justice's electronic portal and the online version of the Vietnam Law Newspaper immediately after signing.- The Office of the Government of Vietnam shall post the press release on the Government of Vietnam's electronic portal and the online version of the Government of Vietnam Newspaper immediately after receiving the press release sent by the Ministry of Justice.
