On March 31, 2015, the Ministry of Health issued Circular 06/2015/BYT regulating the protection of state secrets in the Health sector.
According to Circular 06/2015/BYT, the drafting, printing, copying, and photographing of documents and materials that contain state secrets in the Health sector must comply with the following regulations:

- The organization tasked with drafting, printing, copying, and photographing documents and materials containing state secrets must carry out these activities within the agency or unit, in a safe location as prescribed by the head of the agency or unit directly managing the confidential documents. These materials must not be taken outside the agency or unit. When required, drafting must be done on equipment that has been inspected and meets safety and security standards. Units in the Health sector must designate staff responsible for protecting secrets to monitor and manage confidential information and documents under the agency's or unit's control;
- When drafting documents containing state secrets, based on the content of the document, the individual drafting it must propose the secrecy level to their direct supervisor in accordance with the list of state secrets in the Health sector. The person approving and signing the document is responsible for determining the secrecy level, the number of copies issued, the circulation scope, the names of typists, printers, proofreaders, and copy makers. For confidential documents copied in the form of tapes, discs, films, or recordings, they must be sealed and stamped with the appropriate secrecy level. Absolutely no typing or printing beyond the prescribed quantity is allowed. After copying, the draft must be checked and destroyed if necessary. For materials containing state secrets, they must be sealed, accompanied by a document clearly stating the name of the stored item, and stamped with the appropriate secrecy level on this document;
- When organizing consultation for drafting documents, the agency drafting the document must clearly identify the scope and subjects of the agencies, organizations, and individuals involved, requiring consultation or reference. The required secrecy level must be stamped on the draft before sending it for consultation. Agencies, units, and individuals receiving the draft must manage and utilize it according to the indicated secrecy level on the draft.
