What to do to assure the safety of Vietnam’s national animal husbandry database?

Assurance of safety of national animal husbandry database shall be carried out as guided in Article 12 of Circular No. 20/2019/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, specifically as follows:

- Use copyrighted security software and apply technologies to detect and prevent unauthorized network access.

- Employ encrypted channels and authentication for the following operations: Login to manage the system; application login; automatic data transmission between servers; and data input and edit.

- Encrypt database connections.

- Implement measures to ensure data authenticity and protect data integrity.

- Perform professional operations to ensure system security, including keeping logs of data access, creation, modification and deletion to manage and monitor the system.

- Establish and maintain a backup system to ensure uninterrupted system operation.

- Back up data periodically and protect backups by implementing data hiding and encryption measures.

- Take other necessary measures to protect the database.

Circular No. 20/2019/TT-BNNPTNT stipulates that the contents of management of national animal husbandry database include:

- Develop and operate infrastructure and software of the national animal husbandry database to ensure system-wide consistent data connection and sharing. Such development and operation are funded by the state budget and private sources.

- Collect and process information to update the national animal husbandry database, which is automatically performed via digitalization of procedures for declaration, data input, storage, processing and analysis and report compilation.

- Manage access to and update of information in the database.

- Monitor use of the database.

- Provide training to the workforce, and support operation and use of the database.
