Recently, the Ministry of Natural Resources and Environment issued Circular 13/2018/TT-BTNMT stipulating the technical regulations for creating sea surface temperature maps and sea surface chlorophyll concentration maps at scales of 1:500,000 and 1:1,000,000 using low-resolution optical remote sensing data.
According to the provisions of Circular 13, the content elements of the base map include:
- The group of mathematical foundation layers includes the following elements: map name, map frame presentation, kilometer grid, geographic coordinate grid, coordinate system notes, projection grid, central meridian, map scale, establishment method, legends and other related objects;
- The group of hydrological system layers includes basic hydrological objects as a basis for representing the position, shape, and size of thematic contents: coastlines, coral reefs, rivers, sea dikes;
- The group of transportation layers includes objects: railways, highways, national roads, waterway routes, and ports;
- The group of residential layers includes orientation points: the People's Committee headquarters, important standalone landmarks, and economic, cultural, and social facilities used for orientation;
- The group of topographic layers includes contour lines, depth points fully displayed like the topographic map of the same scale. The coastal terrain must be fully adjacent;
- The group of administrative boundary layers is represented up to the provincial level for mainland areas and up to the communal level for island areas;
- Place names and explanatory notes.
