What responsibilities does the Provincial People's Committee have in housing support for people with meritorious services?

Recently, the Ministry of Construction issued Circular 09/2013/TT-BXD to guide the implementation of Decision 22/2013/QD-TTg dated April 26, 2013, by the Prime Minister of the Government of Vietnam on housing support for persons with meritorious service to the revolution.

Circular 09/2013/TT-BXD stipulates the housing support for people with meritorious services to the revolution nationwide (both urban and rural areas) as per the regulations in Decision 22/2013/QD-TTg, the Provincial People's Committee must:

- Organize the implementation of housing support for people with meritorious services to the revolution conformable to Decision 22/2013/QD-TTg, suitable to the local reality, ensuring proper support to the right subjects, for the right purposes, and effectively;- Based on Decision 22/2013/QD-TTg and regulations in this Circular, organize the development and approval of schemes for housing support to people with meritorious services to the revolution throughout the province and send it to the Ministry of Construction, the Ministry of Planning and Investment, and the Ministry of Finance before August 31, 2013, to compile and report to the Prime Minister of Vietnam for consideration and decision to allocate support funds from the central budget;- Allocate management funds to implement housing support policies for people with meritorious services to the revolution as stipulated in Clause 1, Article 4 of Decision 22/2013/QD-TTg and the guidance of the Ministry of Finance;- Besides the capital and funds stipulated in Decision 22/2013/QD-TTg, based on the actual condition, localities will offer additional support from the local budget and mobilized from other support sources to improve the housing quality for the families receiving support;- Report the situation and progress of housing support for people with meritorious services to the revolution every three months; report the results of the support implementation in 2013 and at the end of the Program to the Ministry of Construction, the Ministry of Finance, and the Ministry of Planning and Investment for coordination in reporting to the Government of Vietnam and the Standing Committee of the National Assembly, specifying the sources of support funds from the central budget, local budget, and other mobilized sources, and any difficulties or obstacles needing resolution;- Complete the support for households of people with meritorious services to the revolution with housing eligible for support stipulated in Decision 22/2013/QD-TTg and this Circular for the households as per the data reported by the Provincial People's Committee to the supervisory delegation of the Standing Committee of the National Assembly in 2012 within 2013;- For cases where households of people with meritorious services to the revolution with housing meeting the conditions for support as per Decision 22/2013/QD-TTg and this Circular but were only recorded and reviewed by the localities in 2013, continue to provide support in 2014;- Inspect, examine, and handle or propose competent authorities handle violations in the implementation of housing support as per Decision 22/2013/QD-TTg and this Circular.
