What is the Source of Funding for Implementing Administrative Reforms?

On May 10, 2019, the Ministry of Finance promulgated Circular 26/2019/TT-BTC guiding the preparation, management, utilization, and settlement of funds ensuring the state administrative reform activities.

According to the provisions of Circular 26/2019/TT-BTC, the funding for administrative reform is derived from the following sources:

- The funding for administrative reform work of the ministry and localities is allocated in the annual budget estimates according to the current budget decentralization and other lawful sources.- The funding for the implementation of the one-stop-shop mechanism by public service providers partially covering their own recurrent expenditures and public service providers with state-guaranteed recurrent expenditures using financial resources of the public service provider.- The funding for the implementation of the one-stop-shop mechanism by public service providers self-guaranteeing both recurrent and investment expenditures, and public service providers self-guaranteeing recurrent expenditures is ensured by agencies, units, and organizations themselves.
