What is the Organizational Structure of Customs?

Decree 36/2015/ND-CP stipulates the organizational structure of Customs as follows:

1. General Department of Customs:

- Offices, Departments, Bureaus, and public service units.- Provincial Customs Departments.

The Prime Minister of the Government of Vietnam prescribes the organizational structure of the General Department of Customs.

2. Provincial Customs Departments:

- Offices and advisory Divisions to assist the Director of the Provincial Customs Department.- Customs Sub-departments, Customs Control Teams, and equivalent units.

The Minister of Finance shall specify the organizational structure of the Provincial Customs Departments; decide on the establishment, reorganization of Customs Sub-departments, Customs Control Teams, and equivalent units.

3. In necessary cases, to meet management requirements, the Director General of the General Department of Customs shall decide on the establishment, reorganization of Teams, and professional Teams under the Customs Sub-departments, Customs Control Teams, and equivalent units according to the delegation of the Minister of Finance.

Additionally, the Decree also stipulates the principles of organization and operation of Customs as follows:

- Vietnam Customs is organized and operates according to the principle of centralized, unified management.

- The Director General of the General Department of Customs manages and directs the activities of all levels of Customs; lower-level Customs departments are subject to the management and direction of higher-level Customs departments.
