What is the K coefficient in environmental services?

Circular 22 stipulates that the K coefficient is determined for each forest plot, serving as the basis for calculating the payment level for forest environmental services to forest environmental service providers. The K coefficient is the product of the component K coefficients.

In which, the component K coefficients include:

- K1 coefficient adjusts the payment level for forest environmental services based on forest stock, including very rich and rich forests, medium forests, and poor forests. The K1 coefficient is valued as follows: 1.00 for very rich and rich forests; 0.95 for medium forests; 0.90 for poor forests. The criteria for forest stock are determined according to the regulations on criteria for identifying and classifying forests;- K2 coefficient adjusts the payment level for forest environmental services based on the forest's use purpose approved by the Provincial People's Committee (hereinafter collectively referred to as Provincial People's Committee), including special-use forests, protection forests, and production forests. The K2 coefficient is valued as follows: 1.00 for special-use forests; 0.95 for protection forests; 0.90 for production forests;- K3 coefficient adjusts the payment level for forest environmental services based on forest origin, including natural forests and planted forests. The K3 coefficient is valued as follows: 1.00 for natural forests; 0.90 for planted forests;- K4 coefficient adjusts the payment level for forest environmental services based on the difficulty level stipulated for the area providing forest environmental services located in areas I, II, III communes. The K4 coefficient is valued as follows: 1.00 for communes in area III; 0.95 for communes in area II; 0.90 for communes in area I.
