What conditions must be met for people who have rendered meritorious services to be supported in terms of housing?

Recently, the Ministry of Construction has issued Circular 09/2013/TT-BXD providing guidance on the implementation of Decision 22/2013/QD-TTg dated April 26, 2013, by the Prime Minister of the Government of Vietnam on supporting housing for people with meritorious services to the revolution.

Individuals who rendered meritorious services to the revolution and are eligible for housing support as stipulated in Decision 22/2013/QD-TTg must meet the conditions prescribed in Article 3 of Circular 09/2013/TT-BXD, as detailed below:

- The individual must be listed in the registry of persons who rendered meritorious services to the revolution, managed by the Labor - Invalids and Social Affairs Department of the district, district-level town, or provincial city as of the effective date of Decision 22/2013/QD-TTg.

- The individual must be living and have registered permanent residency before June 15, 2013 (the effective date of Decision 22/2013/QD-TTg) at the house that meets one of the following conditions:

- The house is heavily damaged and needs to be demolished and rebuilt;- The house is damaged or dilapidated, requiring repair of the frame and walls and replacement of the roof.

This Circular stipulates that the commune-level People's Committee is responsible for completing the construction record for each household receiving housing support, including:

+ The household's application for housing support;

+ The minutes confirming housing construction completion by phase (01 copy);

+ The minutes confirming the completion of housing construction and its availability for use (01 copy);

+ Disbursement documents of the support fund.
