Article 9 Circular 04/2010/TT-BCA stipulates the responsibilities of the Head of the Unit as follows:

- The Head of the Unit is responsible for arranging schedules to meet and work with Public Security units and localities for work-related purposes. Meetings and interactions with police units and localities must be conducted efficiently and avoid formality. In case of sudden changes in the working schedule, prompt notice must be given, and the schedule rearranged for meetings and interactions with units and localities, or the responsibility can be delegated to the deputy in charge of the relevant work domain.

- The Head of the Unit is responsible for directing related departments to thoroughly prepare the content for meetings and interactions with Public Security units and localities. Outcomes of these meetings must be recorded and relayed to the relevant departments for implementation. Matters not resolved must be notified and given a follow-up timeline.

- The Head and assigned officers, soldiers responsible for managing personnel, recruiting, training, fostering, and implementing policies for officers, must not exploit their assigned responsibilities to cause difficulties for Public Security units and localities.

- It is strictly forbidden for unit leaders to meet and work with Public Security units and localities at private residences or outside of the unit's headquarters regarding work related to force building, except for unexpected cases or when permitted by a higher authority.
