Recently, Circular 34/2013/TT-BGTVT was promulgated by the Minister of Transport stipulating the duties, powers, and organization of the Inspection Department of the Vietnam Maritime Administration.
The position and function of the Inspectorate of the Vietnam Maritime Department are specifically stipulated by the Ministry of Transport in Circular 34/2013/TT-BGTVT as follows:

- The Vietnam Maritime Inspectorate is an agency of the Vietnam Maritime Department, assisting the Director of the Vietnam Maritime Department (hereinafter referred to as the Director) in performing maritime inspection functions as prescribed by Vietnamese law and international maritime treaties to which Vietnam is a party.
- The Vietnam Maritime Inspectorate is under the direct leadership and direction of the Director and the professional guidance and direction of the Inspectorate of the Ministry of Transport (hereinafter referred to as the Ministry Inspectorate).- The Vietnam Maritime Inspectorate's international trading name in English is Vietnam Maritime Inspectorate, abbreviated as VMI.
- The Vietnam Maritime Inspectorate has its own seal, can open accounts at the State Treasury; and is permitted to use the seal of the Vietnam Maritime Department in accordance with the law on the use of seals.- The Vietnam Maritime Inspectorate is provided with facilities, technical equipment, and means to serve inspection activities and handle administrative violations.
