What are the contents of the training program of majors for training teachers at intermediate and college levels in Vietnam?

This is the main content of the Circular No. 24/2019/TT-BGDĐT on Regulations on training at intermediate and college level in teacher training majors, issued by the Ministry of Education and Training of Vietnam on December 26, 2019.

According to Article 4 of Circular No. 24/2019/TT-BGDĐT of the Ministry of Education and Training of Vietnam, training program of majors for training teachers at intermediate and college levels is detailed as follows:

1. The training program of majors for training teachers at intermediate and college levels (referred to as the teacher training program) corresponding to each level and major is designed according to blocks of knowledge, skills, professional attitudes and other related factors, which are integrated to form a whole (including subjects and modules with relative independence in the overall training program), demonstrating the objectives, content, teaching methods, and a system of tools for assessing learning outcomes, and concurrently ensuring the consistency and connection between subjects, modules and contents in a training program, ensuring connection with training levels as prescribed by the Ministry of Education and Training and in accordance with the provisions of the Law on Vocational Education of Vietnam.

2. Teacher training program is developed, appraised and promulgated on the basis of regulations on the minimum amount of knowledge, requirements on the capability that learners achieve after graduating from intermediate or college degrees in the group of teacher training majors in accordance with the regulations of the Ministry of Education and Training, ensuring compliance with the provisions of the Law on Vocational Education of Vietnam.

3. The objectives of the teacher training program must be clearly defined, consistent with the mission and vision of the teacher training institution; meet the demand for human resources, education and training innovation requirements.

4. The output standards of the teacher training program (referred to as the output standards) must be clearly defined, including general and specialized competencies that learners need to achieve after completing the teacher training program, aiming to form the necessary competencies for learners to effectively implement the innovative educational program of the school level and ensure it is consistent with the Vietnam National Qualifications Framework.

5. The structure of the teacher training program must ensure logic. The content of the teacher training program must be designed on the basis of output standards, be integrated, and be updated regularly and periodically, meeting the requirements of connection between educational levels and programs. The detailed outline of modules and subjects must have enough information and the content must have a clear contribution to achieve the output standards.

6. Teaching and learning activities are designed appropriately to achieve output standards, promote capacity building for learners, and enhance learners' lifelong learning ability.

7. Contents of regulations on assessment of learners' learning outcomes in teacher training programs are designed in accordance with the level of achievement of the output standards, the evaluation methods must be diverse, ensuring the validity, reliability, and discriminability. Time, methods and criteria for assessment, feedback mechanism and contents related to assessment of learners' learning outcomes must be fully and clearly described and publicly announced to learners.

8. Teacher training programs must conduct quality accreditation of training programs according to current regulations of the Ministry of Education and Training. The teacher training program accredited to meet the quality accreditation standards of the legal education quality accreditation organization according to current regulations is one of the criteria for the Ministry of Education and Training to determine and approve enrollment quotas for intermediate and college degrees in teacher training majors for teacher training institutions according to current regulations on enrollment quotas of the Ministry of Education and Training.
