On April 27, 2015, the Ministry of Agriculture and Rural Development issued Circular 19/2015/BNNPTNT stipulating the procedures for arranging and stabilizing the residents to implement the resident arrangement program according to Decision 177/QD-TTG dated November 21, 2012, of the Prime Minister of the Government of Vietnam.

According to Article 5 of Circular 19/2015/TT-BNNPTNT, the arrangement and stabilization of residents within the district in Vietnam is regulated as follows:
For the Commune People's Committee of the departure area:
- Organize propaganda and mobilization: Based on the annual arrangement and stabilization plan assigned by the competent authority, the Commune People's Committee organizes propaganda and mobilization (through various forms such as broadcasting systems, village meetings, public posting at community activities places) to help the people understand clearly the Party and State’s policies toward the Population Arrangement Program and the project's objectives and plans.
- Coordinate with the project owner to hold meetings with households in the village(s) within the project's scope to implement the following tasks:
- Disseminate the policy, arrangement, and stabilization plan, and publicly announce supportive policies;
- Guide household heads to voluntarily apply to participate in population arrangement and stabilization projects and plans (hereinafter referred to as the project, arrangement, and stabilization plan);
- Make a list of households applying to participate in the project and plan.
- Establish the Council for household participation evaluation in the project and plan, consisting of: representatives of the Commune People's Committee, village (hamlet, sub-hamlet) head, representatives of socio-political organizations in the commune, and representatives of the project owner to carry out the following tasks:
- Announce the list of households applying to participate in the project and plan;
- Evaluate and compile a list of households meeting the criteria of the project and plan;
- Publicize the list of households to be arranged and stabilized (post the list at the offices of the Commune People's Committee, community activities places, via the local radio system) and handle complaints. After 15 days of publicizing the list, finalize the list and send it to the Commune People's Committee.
- Send one dossier set to the District People's Committee for issuing the Decision on population arrangement and stabilization in the project and plan area via postal mail or directly, including:
- Voluntary application for population arrangement and stabilization (Appendix I attached to this Circular);
- Minutes of the household evaluation meeting (Appendix II attached to this Circular);
- Summary list of households for population arrangement and stabilization (Appendix III attached to this Circular);
- Statement from the Commune People's Committee.
Based on the Decision on population arrangement and stabilization in the project and plan area from the District People's Committee, notify the list of households to be arranged and stabilized.
For the Commune People's Committee of the arrival area: Coordinate with the departure area, the investor, and representatives of households to implement the following tasks:
- Organize a survey of the receiving area;
- Implement the arrangement and stabilization of households in the resettlement, integration area according to the approved project and plan; guide households in production development, life stabilization, and house building according to the plan;
- Reclaim homestead land, production land or organize land transfers to allocate to the incoming households;
- Prepare the acceptance record of households participating in the project and plan (Appendix VII attached to Circular 19/2015/TT-BNNPTNT).
