Article 11 of Circular 04/2010/TT-BCA stipulates the receipt and handling of complaints and petitions by the Police Department as follows:

- Official dispatches, documents, petitions, and letters sent to the Police Department from units, localities, organizations, and citizens through couriers, post offices, or directly brought by individuals must be recorded in the unit's registry as regulated.

- Officers and soldiers are strictly prohibited from directly receiving petitions, letters, and documents from officers, soldiers, and citizens at private residences or outside the head office of the unit, except in emergencies, which must then be immediately reported to the unit's leadership for handling.

- All units, officers, and soldiers tasked with receiving official dispatches, documents, and petitions from the Police units and localities must promptly forward them to the responsible chief for processing and assist the chief in continuously monitoring, urging responsible units and individuals to resolve them effectively, ensuring quality and compliance with the prescribed procedures and deadlines.

- In case the matter is beyond their jurisdiction, officers and soldiers must promptly notify and guide the related Police units, localities, or individuals to contact the responsible units or localities for resolution according to their jurisdiction.

- Officers and soldiers assigned to resolve matters as requested by the Police units and localities must promptly study, propose, and report to direct leaders for direction, notify the results to relevant units, and ensure state secret confidentiality as regulated by the Ministry of Public Security.
