The entrance fee for visiting the historical site of Independence Palace is 40,000 VND/person/visit for adults. For children and students in general education institutions, the fee is 10,000 VND/person/visit.
The Ministry of Finance has just issued Circular 182/2016/TT-BTC stipulating the fees, policies for collection, submission, management, and usage of visiting fees for the Independence Palace historical monument.
According to this Circular, the Reunification Hall (under the Office of the Government of Vietnam) is the fee-collecting organization.
The visiting fee for adults is 40,000 VND/person/visit. For students, pupils (trainees) in universities, colleges, intermediate schools, and vocational schools, it is 20,000 VND/person/visit. For children and pupils in general education institutions, it is 10,000 VND/person/visit.
The stipulated fee does not include other services as requested by visitors.
Visiting fees are exempted for delegations of visitors who are delegates, guests of the Communist Party and State agencies; children under six years old, and persons with severe disabilities as specified in Clause 1, Article 11 of Decree 28/2012/ND-CP dated April 10, 2012, of the Government of Vietnam detailing and guiding the implementation of certain articles of the Law on Persons with Disabilities.
A 50% reduction in the visiting fee for the Independence Palace historical monument applies to cases including: subjects entitled to cultural enjoyment policies as stipulated in Article 2 of Decision 170/2003/QD-TTg dated August 14, 2003, of the Prime Minister of the Government of Vietnam on “Preferential policies for cultural enjoyment"; elderly people as stipulated in Decree No. 06/2011/ND-CP of the Government of Vietnam; and persons with serious disabilities as specified in Clause 2, Article 11 of Decree 28/2012/ND-CP of the Government of Vietnam.
In the case where visitors are subject to two or more fee reduction policies as specified in points a, b, and c of this Clause, they are only eligible for a 50% reduction in the visiting fee.
By the latest on the 5th day of each month, the fee-collecting organization must transfer the collected fees from the previous month into a pending fee account at the State Treasury.
According to this Circular, the fee-collecting organization is allowed to retain 90% of the total collected fees to cover expenses, while 10% of the collected fees must be submitted to the state budget.
Circular 182/2016/TT-BTC takes effect from January 1, 2017, and replaces Circular 141/2014/TT-BTC of the Minister of Finance.
