Circular 78/2017/TT-BTNMT was issued by the Ministry of Natural Resources and Environment of Vietnam on December 29, 2017, to detail the coefficient of discharge flow Kf in steel production industrial wastewater.
According to Circular 78, the flow rate coefficient Kf for discharge sources is specified in the table below:

Note:
- The discharge source flow rate F is calculated based on the maximum discharge flow mentioned in the Environmental Impact Assessment Report, Environmental Protection Plan, Environmental Protection Commitment, Detailed Environmental Protection Scheme, Simple Environmental Protection Scheme, or Certificate of Completion of Environmental Works and Measures approved or certified by a competent authority.
- If the discharge source flow rate F changes and no longer aligns with the currently applied Kf coefficient, the steel production facility must report it to the competent authority for adjustment of the Kf coefficient.
- Discharge sources with a flow rate greater than 15,000 m3/day-night currently applying the Kf coefficient of 0.9 will start applying the Kf coefficient of 0.8 from January 01, 2020.
