Vietnam: The minimum knowledge requirement for the professions of intermediate-level air traffic control is 60 credits

Recently, the Ministry of the Ministry of Labor, Invalids and Social Affairs of Vietnam issued Circular No. 50/2018/TT-BLDTBXH regulating the minimum knowledge requirements and competency that learners must achieve upon graduation from intermediate and college levels in the fields of mining engineering and other technical fields.

Circular 56/2018/TT-BLDTBXH stipulates that intermediate-level air traffic control is a profession carried out by air traffic controllers working on the ground. They control flight operations for aircraft on airways, at airports, and in flight information regions managed by Vietnam from the time the aircraft leaves its parking position, taxis to the runway for departure, until it lands and taxis to the parking position at the destination airport. They assist the flight crew in emergency situations, provide necessary information to the flight crew to ensure the safety and efficiency of the flight, and relay information received from the flight crew to related aircraft operation service providers, meeting level 4 requirements in the Vietnamese National Qualifications Framework. Minimum knowledge volume: 1,700 hours (equivalent to 60 credits).

Besides, after graduation, learners should achieve the following knowledge:

  • Present basic aviation-related knowledge pertinent to air traffic control: flight principles, aircraft performance, airports, flight regulations, air traffic services, air navigation, aeronautical meteorology, aeronautical information, aviation security, search and rescue, etc.;

  • Present knowledge on airport control services, approach control services, en-route control services, notice and coordination of flights, and flight procedures;

  • Explain civil aviation air traffic procedures, flight regulations within airport areas, air traffic management procedures, aircraft separation methods, minimum separation standards; coordination methods (letters of agreement); emergency situation handling methods;

  • List technical equipment serving air traffic control operations;

  • Explain the applications of information technology and foreign language requirements for the job;

  • Present basic knowledge of politics, culture, society, law, national defense and security, and physical education as per regulations.
