Vietnam: Socio-economic targets for 2009 of the People's Council of District 11, Ho Chi Minh City

On December 26, 2008, the People's Council of District 11, Ho Chi Minh City issued Resolution 08/2008/NQ-HDND on the socio-economic tasks for 2009.

Resolution 08/2008/NQ-HND stipulates the socio-economic targets for 2009 of the People's Council of District 11, Ho Chi Minh City as follows:

- Increase by 6% or more in Industrial and small-scale industrial production value; 16% or more in commercial and service revenue;

- Strive to complete the state budget revenue estimate assigned by the city, which is 510.4 billion VND, including 350 billion VND from non-state industry and commerce tax;

- Reach 288.9 billion VND in the total basic construction investment (according to the target registered with the city);

- Implement the mobilization of 98% or more of 5-year-old children into classes; and 100% of 6-year-old children into grade 1.

- Develop and implement a plan to realize the poverty reduction program with a standard of 12 million VND/person/year for the 2009 - 2015 period.

- Introduce and resolve employment for 10,000 people.

- Maintain the natural population growth rate at below 1%, reduce the birth rate by 0.12‰, and reduce the rate of third or subsequent childbirths by 0.24%.

- Establish 80% of households as cultural families; continue to promote registration to build 57/62 cultural neighborhoods.

- Strive to reduce criminal cases by 3% or more; achieve a crime investigation and discovery rate of 65% or more, with a serious crime revelation rate of 90% or more; prevent the recurrence and emergence of complex criminal and social evils hotspots.

- Complete 100% of the military recruitment target for 2009 ensuring quality.

- Focus on accelerating administrative reform.
