On June 09, 2015, Circular 19/2015/BTNMT of the Ministry of Natural Resources and Environment of Vietnam on the appraisal of the eligibility to provide environmental monitoring services and the certificate template shall come into force.

Under Article 9 of Circular 19/2015/TT-BTNMT, the responsibilities of the members of the Appraisal Council for eligibility to provide environmental monitoring services in Vietnam are as follows:
Regarding the responsibilities of members of the Appraisal Council:
- Accurately and objectively appraise and assess the eligibility to provide environmental monitoring services and bear joint responsibility for the conclusions and recommendations of the Council;
- Study the dossiers and documents related to the appraisal of eligibility to provide environmental monitoring services for the organization;
- Participate in activities before, during, and after the official meetings of the Council when required;
- Perform duties at the Council meeting in a scientific, honest, and objective manner; fill out the assessment Form at the official meeting of the Council according to Form No. 4 of Appendix 1 issued with this Circular
;- Manage the provided documents according to legal regulations, ensuring no loss or transfer of information to third parties, and return these documents to the Appraisal Agency after completing the task;
- Bear legal responsibility for the objectivity and honesty of the comments and assessments of the appraisal of the organization's eligibility to provide environmental monitoring services and the assigned tasks during the appraisal process.
Regarding the powers of members of the Appraisal Council:
- Be provided with all documents and information related to organizations applying for the certificate of eligibility for environmental monitoring service activities; propose organizing meetings and other activities to directly serve the appraisal;
- Retain opinions and record them in the minutes of the Council meeting if there are differing opinions from the Council's conclusions;
- Receive remuneration according to current financial policies when performing tasks: write comments on the application dossier requesting certification, participate in Council meetings and other assigned tasks during the appraisal process; be reimbursed for costs of travel, meals, accommodation, and other expenses as per legal regulations when participating in Council activities.
