On June 09, 2015, Circular 19/2015/BTNMT of the Ministry of Natural Resources and Environment of Vietnam on the appraisal of the eligibility to provide environmental monitoring services and the certificate template shall come into force.

According to Article 8 of Circular 19/2015/TT-BTNMT, the Assessment Team in Vietnam comprises up to 5 members, including The Team Leader who is a representative of the appraisal authority, and members who are representatives from relevant Ministries, central authorities, Departments of Natural Resources and Environment, and experts with professional experience in environmental monitoring. The responsibilities of the members of the Assessment Team include:
- The members of the Assessment Team are responsible for
+ Accurately and objectively appraising and assessing the eligibility to provide environmental monitoring services as regulated in Article 8 and Article 9 of Decree No. 127/2014/ND-CP dated December 31, 2014, of the Government of Vietnam;
- Reviewing applications and documents, and assisting the appraisal authority in conducting on-site inspections and assessments at the applicant's premises;
- Managing the provided applications and documents under the law, ensuring that there is no loss or unauthorized disclosure of information to third parties, and submitting all applications and documents back to the appraisal authority after completing the task; not using inspection and assessment results in violation of intellectual property laws;
- Completing assessment sheets and inspection reports at the applicant's premises according to Form No. 2, Appendix 1 issued with this Circular, and compiling assessment and inspection minutes at the applicant's premises according to Form No. 3, Appendix 1 issued with this Circular;
- Participating in meetings convened by the appraisal authority and Appraisal Council meetings; finalizing the Minutes through specialized sessions when necessary;
- Bearing legal responsibility for the objectivity and honesty of the comments, assessments, and appraisal opinions of the eligibility to provide environmental monitoring services and the tasks assigned during the appraisal process.
Additionally, the Assessment Team collectively works, discusses openly and directly among the members, and articulates their views on the assessment sheet at the environmental monitoring service provider.
