On June 09, 2015, Circular 19/2015/BTNMT of the Ministry of Natural Resources and Environment of Vietnam on the appraisal of the eligibility to provide environmental monitoring services and the certificate template shall come into force.

In Article 9 of Circular 19/2015/TT-BTNMT, the Appraisal Council comprises 05 to 09 members, including:
- The Chairman of the Council who is the Leader of the General Department of Environment;
- The Vice Chairman of the Council who is an expert with expertise and experience in the environmental monitoring sector or a Leader at the Department level or equivalent of the appraisal agency;
- 01 Secretary who is a representative of the appraisal agency;
- Members who are representatives of relevant Ministries, central authorities, or Departments of Natural Resources and Environment, and experts with professional experience in environmental monitoring, including 02 members selected to serve as reviewers.
An official meeting of the Appraisal Council can only proceed when all of the following conditions are met:
- At least two-thirds (2/3) of the Council members attend according to the decision, including the Chairman of the Council or the Vice Chairman of the Council in the absence of the Chairman and at least 01 reviewer;
- After obtaining assessment results, review the application and the assessment results, and conduct an inspection at the applicant's premises.
Simultaneously, the Appraisal Council conducts the appraisal and assessment of the eligibility to provide environmental monitoring services of the applicant based on related dossiers and documents; the results of the review of the application and the practical assessment and inspection at the applicant's premises. The costs for the operations of the Appraisal Council shall to current legal regulations.
