Vietnam: Mandatory requirements for issue of certificates of competency to masters on ships of 3000GT or more

This content is specified in Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam specifying regulations on standards of competence and certificates of seafarer’s competency and proficiency and minimum safe manning levels for Vietnamese ships.

According to Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam, mandatory requirements for issue of certificates of competency to masters and chief mates on ships of 3000GT or more are as follows:

Requirements for competence:

Every candidate for certification shall:

- Obtain a bachelor degree in control engineering. If a candidate only holds an associate degree in control engineering, (s) he must complete the advanced training courses as prescribed by the Minister of Transport;

- Acquire level 3 in marine English proficiency;

- Complete the advanced training as stipulated by the Minister of Transport;

- Pass the examination for masters and chief mates on ships of 3000 GT or more.

Requirements for titleholing:

- For chief mates: undertake responsibilities of a deck officer on ships of 500GT in at least 24 months

- For masters: undertake responsibilities in the capacity as a chief mate on ships of 3000GT or more for at least 24 months; or as a master on ships of between 500GT inclusive and 3000GT for at least 12 months and as a chief mate on ships of 3000GT or more for at least 12 months.

Circular No. 37/2016/TT-BGTVT of the Ministry of Transport of Vietnam takes effect from July 01, 2017.
