Vietnam: List of State secrets classified as “confidential” of the Finance sector

Specifically, according to Article 1 of Circular No. 56/2013/TT-BCA-A81 of the Ministry of Public Security of Vietnam, the list of State secrets classified as “confidential” of the Finance sector includes news, documents and data within the following scope:

- The State budget plan that is being submitted to the competent authority before the National Assembly decides.

- Negotiation plans and related documents for preparing for negotiations and preparing for agreements signed between Vietnam and foreign countries on financial cooperation related to debt settlement, debt restructuring, debt trading; negotiation plans on import and export duties, financial services, customs in the negotiation of Free Trade Agreements (FTAs); Double Taxation Agreements and international agreements with tax provisions that have not been published; information exchanged about taxpayers related to tax evasion, trade fraud between the competent authorities under the Double Taxation Agreements between Vietnam and countries and territories, or international agreements with tax provisions.

- Network system and protection plan for state reserve warehouses; vaults, precious metals, and gems of the state treasury system; documents on technical standards and vault design; plans for transporting money and relocating vaults of the State Treasury system; precious metal and gemstone records managed and preserved by the State Treasury; gold and silver payment records.

- Summary of annual absolute plans on state reserves; compile absolute data on materials and goods imported and exported every year.
