Circular 52/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids, and Social Affairs of Vietnam on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in agriculture, forestry, fisheries, and veterinary will come into effect from February 10, 2019.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Forestry Ranger issued together with Circular 52/2018/TT-BLDTBXH, the basic level of autonomy and responsibility required for graduates of Forestry Ranger, Level 4 of VQF in Vietnam are as follows:
- Possess good moral qualities and a correct perception of the profession, have a cooperative attitude with colleagues, respect the law and workplace regulations;
- Be honest and highly disciplined, capable of working independently, ready to undertake assigned tasks; produce high-quality and efficient labor;
- Work independently, work in teams;
- Have the willingness to learn, practice, and improve professional skills;
- Be responsible for the results of one's own work and the group's work before the agency, organization, and enterprise leaders;
- Be capable of solving complex work issues in changing working conditions;
- Evaluate the quality of products after the completion of the team's performance.
