On December 28, 2018, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 54/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in health and social service sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Traditional Medicine issued together with Circular 54/2018/TT-BLDTBXH, the basic level of autonomy and responsibilities required for graduates of Traditional Medicine, Level 5 of VQF in Vietnam are:
- Work independently or as part of a team, solving complex tasks in changing working conditions;
- Guide and supervise employees within the team or intern students in performing defined professional tasks;
- Take responsibility for their work results before the team and superiors;
- Accurately assess the quality of work upon completion and the performance results of team members;
- Proactively complete regular and ad-hoc tasks;
- Comply with ethical regulations, professional regulations, legal requirements related to the field of traditional medicine, and technical procedures of the healthcare sector;
- Proactively seek superior's guidance when exceeding personal capabilities;
- Establish a safe and effective working environment;
- Be cautious, meticulous, accurate, scientific, and appropriate when performing duties.
