Recently, the Minister of Agriculture and Rural Development of Vietnam issued Circular No. 54/2013/TT-BNNPTNT guiding the classification of embankments and regulations on the allowable load for motor vehicles traveling on embankments.
According to Circular No. 54/2013/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, the responsibilities for implementing regulations on allowable load for motor vehicles traveling on embankments are specified as follows:
- Organizations and individuals are responsible for complying with the regulations on allowable load for motor vehicles traveling on embankments.
- Organizations and individuals who intend to use the embankment surface as a road for vehicles with a load exceeding the limit specified in Article 13 of this Circular must obtain approval from the competent authority and contribute to the reinforcement, maintenance, repairs, or funding according to the regulations.
- The implementation of traffic on the embankment according to the allowable load specified in Article 13 of this Circular and clause 2 Article 14 of this Circular shall only be carried out under the condition that there is no incident or flood, inundation, or storm on the embankment. In case of incidents or floods, inundation, or storms on the embankment, depending on the specific situation, the Provincial People's Committee shall direct the restriction of motor vehicles traveling on the embankment according to the regulations in clause 6 Article 7 of the Embankment Law.
- The Department of Agriculture and Rural Development of provinces and cities where embankments are located, in coordination with the Department of Transport, the District People's Committee, shall be responsible for installing signs indicating the weight limit for motor vehicles traveling on the embankment in accordance with the provisions of this Circular, and managing and inspecting the implementation of these regulations.
