On November 11, 2016, the Ministry of Finance of Vietnam issued Circular 247/2016/TT-BTC regulating the rates, collection policies, remittance, management, and usage of franchise fees for airport and airfield operations.

- Special flights (excluding chartered or rented flights for special purposes).

- Government aircraft flights.

- Search and rescue flights, transportation of humanitarian aid, flood and disaster relief, and other humanitarian missions.
