Circular 19/2020/TT-BGDDT stipulates the periodic reporting format under the state management of the Ministry of Education and Training of Vietnam as follows:

- Reports in written paper form with the signature of an authorized person and the seal of the agency, organization, or unit as prescribed;

- Reports in electronic document form with a digital signature of an authorized person of the agency, organization, or unit.

Regarding the method of sending and receiving reports:

Depending on the actual conditions of the agency, organization, or individual, reports are sent by one of the following methods:

- Reports in paper form are sent directly or via postal service to the Ministry of Education and Training; or sent by fax;

- Reports in electronic document form are sent through the email system, the electronic administrative management system of the Ministry of Education and Training (e-office system), specialized reporting software systems (if any), and other methods as prescribed by law;

- Reports by software on the reporting information system of the Ministry of Education and Training, the Government of Vietnam's reporting information system according to the roadmap prescribed by the Government of Vietnam.
